"There is a world practice. For example, in Norway everything, as for control and supervision, is organized by the principle of "one window". Norway succeeded in development of offshore fields therefore there is a sense to look narrowly at their experience. Earlier today the Minister of Natural Resources and Environmental Protection of the Russian Federation Dmitry Kobylkin said that the Ministry of Natural Resources does not consider expedient creation of uniform supervisory authority for control in the sphere of oil and gas projects on the shelf. In the middle of November of the current year it became known that the Deputy Prime Minister of the Russian Federation Dmitry Kozak charged to the Ministry of Energy to create the interdepartmental working group for the analysis of the legislation in the sphere of work of shelf oil and gas objects. The working group has to submit the relevant proposals till April 1, 2019. Within the working group need of creation of the uniform supervisory authority exercising control at implementation of projects on extraction of hydrocarbon raw materials on the continental shelf of the Russian Federation which "would be allocated with a wide range of the powers which are available for federal executive authorities in the field of control (supervision)" will be studied.
