The Deputy Prime Minister of the Russian Federation Dmitry Kozak has charged to the Federal Tax Service (FTS) and the Federal Antimonopoly Service (FAS) of Russia to carry out unscheduled inspections of activity of independent gas stations, follows from the list of instructions posted on the website of the Government of the Russian Federation. At the same time departments are offered to pay special attention to the organizations exceeding the indicative level of prices for fuel more than for 4%. "FTS, to FAS Russia to provide conducting unscheduled inspections of activity of "independent" networks of gas stations, having paid special attention to the organizations exceeding the indicative price level provided by the annex to the present protocol, more than for 4%" — it is said in the document. Also the Deputy Prime Minister has charged to the Ministry of Finance, the Ministry of Energy, the Ministry of Economic Development and FAS together with Ministry of Transport in addition to work till March 1, 2019 offers on introduction of the mechanism of floating rates of excises on motor fuel with inverse relation from change of quotations on oil. Together with FTS it is entrusted to Ministry of Finance, Ministry of Energy, Ministry of Economic Development and FAS to handle in addition an issue of a possibility of administration of collecting an excise on oil products at gas station. Besides, it is entrusted to handle an issue of increase financing sources of "the damping element of the return excise". In addition, the Ministry of Energy, the Ministry of Economic Development, the Ministry of Finance and FAS till November 12, 2018 have to handle in addition an issue of mechanisms of saturation of domestic market of oil products alternative to introduction of protecting duties, including coordination of the right for export of oil and oil products with obligations of the oil and oil refining companies for ensuring necessary volumes of deliveries to domestic market, including for supply of the extracted raw materials for processing at the Russian oil refineries with the subsequent sale of the produced light oil products of not less than 17,5% of the extracted oil in domestic market and also the ban on export of oil and oil products for the companies which aren't their producers (the first owners). In the document it is specified that the agreement of the government with oil the company about stabilization of the market of oil products has to be signed till November 7, 2018. Agreements have to sign Rosneft, Gazprom, Surgutneftegas, Russneft, Gazprom Neft, "A new stream", Neftegazholding, Lukoil, "TAIF-NK" and Tatneft.
