The representative of the Deputy Prime Minister specified that a number of car makers at a meeting with Kozak at the end of September in Sochi suggested to increase utilization collecting. "At a meeting in Sochi a number of car makers suggested to increase utilization collecting. There was an assignment to create the working group which will prepare the offers on this question. We do not disclose details of work of group before representation to Kozak", - he told and noted that "now the decision on increase in utilization collecting is not made". The Kommersant newspaper reported on October 12 that utilization collecting on new cars in Russia can grow by 30% at the initiative of Kozak's device. Utilization collecting is entered in September, 2012 at the same time with Russia's accession to the World Trade Organization and decrease in import duties for cars for importers, but since 2014 and on cars of production of the Russian automobile works. The Russian companies receive subsidies for costs for utilization collecting. Earlier Minpromtorg planned to direct more than 100 billion rubles to these subsidies. New rules of calculation of utilization collecting came into force on April 1, 2018. The base rate of collecting is 20 thousand rubles for cars and 150 thousand rubles — for trucks and buses. Indexation of utilization collecting on different categories averaged 15%. At the same time for new cars with the engine from 1 liters to 2 liters of coefficient grew almost twice — from 2,21 to 4,2.
