"In Tokyo intend to conduct negotiations on the fate of four islands and also on military compensations. The political context of negotiations becomes complicated, their prospects are more and more foggy as the Sea of Okhotsk in rainy weather" — Pushkov on the Twitter wrote. "Decision contours not to make out any more" — senator added. Russia and Japan did not sign the official peace treaty following the results of World War II because of the controversial territorial issues concerning the Southern Kurils. Tokyo considers return of four islands to structure of the country a necessary condition of signing a peace treaty with Russia. Moscow does not recognize claim of Japan on islands, considering that they were a part of the USSR according to the international legal standards. On January 22 the President of Russia Vladimir Putin after negotiations with the prime minister of Japan Shinzo Abe reported that Moscow and Tokyo confirmed interest in signing of the peace treaty, but the parties should carry out laborious work on development of mutually acceptable decisions. Earlier results of poll of the All-Russian Public Opinion Research Center (ARPORC) showed that most (93%) of inhabitants of Kuriles oppose transfer of the southern islands of Japan within the conclusion of the Russian-Japanese peace treaty. Before poll the VCIOM showed that three quarters of Russians (77%) oppose transfer of islands.
