The press service of the Bank of Russia in the comment of results of public discussion of the report "About improvement of regulation of mortgage providing" has reported about it. "It should be noted that the concept presented in the report means disclosure of information with the indication of names of banks only on the bans and restrictions for implementation of separate operations, at the same time information, critical for stability of the financial market isn't published. Such approach corresponds to the international practice", - it is said in the publication. According to the press service of the Central Bank, many respondents have agreed that only the most serious measures applied to banks publicly have to reveal. Some respondents have expressed the need preservations about confidentiality. The Bank of Russia is convinced that the lack of information on imposition of restrictions brings to "an imbalance in knowledge of participants of the market and clients about a situation in bank". The press service of the regulator has noted that disclosure of similar information will allow clients to make really weighed decisions as those will possess all necessary data. In addition, several credit institutions have supported the idea to supplement the Criminal code of the Russian Federation with new provisions which will provide responsibility for commission of operations in defiance of the ban or the restriction introduced by the regulator. Some consider that in such situation enough drastic administrative measures. The Bank of Russia has in turn supported establishment of criminal liability which will be able to become a preventive measure.
