The contribution of reform of control and supervising activity, or "the regulatory guillotine", to GDP of Russia, by some estimates, can make 6%, the Deputy Prime Minister, the head of governmental body Konstantin Chuychenko in the Dialogue program on Russia-24 TV channel said. In turn, the head of the Russian Union of Industrialists and Entrepreneurs (RUIE) Alexander Shokhin discussing with Chuychenko called an indicator in 6% too high. According to Shokhin if since January 1, 2021 "the regulatory guillotine" starts working, that is chance to carry out a task of the May decree of the President of Russia — in 2023 on rates of economic growth not to leave lower than average world. Earlier, on January 15, the Russian Prime Minister Dmitry Medvedev during the performance on the Gaidar forum suggested to solve a problem of economic breakthrough of the country by means of "the regulatory guillotine". At this mechanism earlier relevant provisions of acts which contain mandatory requirements which will not be in a special way approved or changed will automatically become invalid. Later Medvedev charged to provide till March 25 formation and submission of "road maps" by federal executive authorities on realization of the mechanism of "the regulatory guillotine" in certain spheres of the state control. On February 25 the government reported about creation in government office of Department of regulatory policy. Its task is creation and improvement of the legal mechanisms directed to stimulation of economic growth and development of business climate.
