Senator has told that the bill suggests to carry in the Federal law "About Communication" location-based data to data on the communication services rendered to the subscriber, having affirmed the right of law enforcement agencies for obtaining the specified information and also to provide the right of the subscriber for transfer of the specified information to the third parties, for example, to relatives and search groups" — it is said in the statement. Also it is offered to specify in the bill that law enforcement agencies can obtain data on the subscriber without judgment only for search of the gone people. The document also offers to divide the information about subscribers and data on the communication services rendered to subscribers. It is offered to carry a surname, a name, the subscriber's middle name, the address of the subscriber or the address of installation of the terminal equipment, subscriber numbers and other data allowing to identify the subscriber to the information about subscribers. Information on location of phone, the direction of the movement of the subscriber, information on connections, traffic and also on payments of the user and other data will belong to data on the communication services rendered to subscribers. The bill was drafted by members of the Federation Council Valentina Matviyenko, Lyudmila Bokova, Irina Gekht, Andrey Klishas, Andrey Turchak and the deputy of the State Duma Tatyana Kasayeva. In the message it is specified that the bill has received the positive decisions of Russian President's Directorate of Experts, Russian President's State Legal Directorate, Management of the Russian President on development of information and communication technologies and a communications infrastructure, FSB of Russia, the Ministry of Internal Affairs of the Russian Federation and Ministry of Telecom and Mass Communications of the Russian Federation.
