Documents are published in the system of ensuring legislative activity (SELA). Some of projects are offered to exempt from the taxation income of natural persons (TINP), received by them on the depersonalized metal accounts. Authors note that they now the income of Russians on such accounts are subject to taxation of a personal income tax at the rate of 13% with application of property tax deduction or reduction of taxable income by the sum of actually made and documentary confirmed expenses on acquisition of these precious metals. In other bill it is noted that now commercial banks realize measured ingots to natural persons with the VAT of 20%, and get from natural persons without the VAT in case the natural person takes away ingots from storage of commercial bank. In this regard, senators specify, acquisition of ingots from precious metals is not considered by Russians as means of accumulation. "By estimates of the leading banks of Russia in case of lack of the VAT when selling of the affined (investment) gold demand for it from private investors will grow from 3-4 tons per year to - 50 tons" — are specified in the explanatory note to the document. Besides, senators one more bill suggested to extend deposit insurance system to the depersonalized metal accounts. Authors of bills noted that as of the beginning of 2019 the total amount of means in deposits of the population is 22.3 trillion rub in national currency and 6.22 trillion rub in foreign currency and precious metals. At the same time, according to the experts, the amount of funds of citizens on the depersonalized metal accounts is estimated at the level of 100-150 billion rubles - it is only 1.6-2.4% of the total value of deposits in foreign currency and precious metals.
