The Ministry of Industry and Trade has suggested to prolong licensing of import of crushed stone and gravel till April, 2019, follows from the draft of the government resolution. Licensing has been entered at the end of 2017 and initially has been intended for the period from January 1 to June 30, 2018, then prolonged till October 31. "On quality indicators, including ecological safety, import materials concede to the Russian analogs. Use of materials with the reduced operational properties increases risks of a premature conclusion from operation and destruction of residential buildings, highways and other infrastructure that has in turn negative effect on traffic safety, leads to accidents … Licensing of import is entered for safety by confirmation of qualitative characteristics of the imported nonmetallic materials" — it is specified in the explanatory note. The Ministry of Industry and Trade notes that licensing of import of nonmetallic materials "will give the chance to ensure safety of the Russian construction complex". Department emphasizes that it is necessary to keep the Russian enterprises delivering nonmetallic materials. "In case of unplanned change of a situation in the market or emergence of the emergency tasks connected with growth of volume of consumption of nonmetallic materials" — it is said in the statement. Besides, closing of these enterprises will lead to negative social consequences as many of the enterprises are city-forming. "The Russian suppliers of nonmetallic materials are large taxpayers. In case of their elimination there is a risk of short-reception by budgets of the budgetary system of the Russian Federation of the tax income paid by the enterprises today" — has summed up Minpromtorg.
