Kobylkin has added that on the shelf oil cost has significant effect on implementation of projects. "There are factors influencing geological exploration on the cost of these works. It is, for example, oil barrel cost" — the Natural Resources Minister has told. On March 1, 2018 it became known that the American ExxonMobil because of the sanctions imposed against Russia from the USA and the EU has made the decision to leave a number of joint projects with Rosneft. It is about shelf projects: East Prinovozemelsky-1, East Prinovozemelsky-2, East Prinovozemelsky-3, North Karsky, Ust-Oleneksky, Ust-Lensky, Anisinsko-Novosibirsky, Severo-Vrangelevsky-1, Severo-Vrangelevsky-2 and Southern Chukchi sites and also site Tuapse deflection. The total area of 11 sites is 743 thousand sq.km, the total taken resources as of January 1, 2018 are estimated at 12,3 billion tons of oil and gas condensate and 15,2 trillion cubic meters of gas. Recoverable reserves of the field found on the East Prinovozemelskom-1 site the Victory are estimated at 129,413 million tons of oil and 378,491 billion cubic meters of gas (on category C2). Rosneft stated that the company will continue independent development of projects which leave ExxonMobil, and will support return of the American company to projects at emergence of such legislative opportunity.
