"In case of detection in information and telecommunication networks, including in Internet network, information containing justification and justification of implementation of extremist and (or) terrorist activity <…> The Prosecutor General of the Russian Federation or his deputies address to the federal executive authority which is carrying out functions on control and supervision in the sphere of mass media, mass communications, information technologies and communication with the requirement about taking measures to restriction of access to the information resources distributing such information" — it is said in the document. In the summary report it is specified that today the State Office of Public Prosecutor can limit access to a resource only in case of identification of the facts of an appeal to implementation of extremist activity. "Restriction of access to information of extremist and terrorist sense is carried out within article 15.1 of the law 149-FZ "About information, information technologies and on information security" only by a court decision that doesn't allow to carry out blocking of the websites quickly" — it is reported in the report. Under the law Roskomnadzor can block in a dosudnebny order the pages containing appeals to mass riots, participation in "the mass (public) events held with violation of an established order" and extremist activity. The regulator also has the right to block materials of the foreign and international organizations recognized as undesirable.
