The state corporation has specified that else in September air navigation information on changes in rules of ensuring flights has been published. Also the representative of state corporation has specified that on November 8 and 9 around the Kaliningrad Khrabrovo Airport very difficult meteoconditions - strong fog, poor visibility. Several aircrafts have been forced to return to airports of departure for this reason. "It is also worth noting that the final decision on a possibility of landing under these or those meteoconditions is made not by the air traffic controller, but the commander of the aircraft", he said. Earlier the Pobeda airline has reported about problems with the system of landing approach at the airport of Kaliningrad. "On unknown for us to the reasons in airfield of Kaliningrad the system of exact landing approach is disconnected, and we are forced to cancel flights (…) Pobeda intends to claim all losses suffered as a result of the disconnected system of exact landing approach", - the official representative of airline said. On November 8 flights of Pobeda from St. Petersburg-Kaliningrad and Moscow have returned - Kaliningrad, flights to St. Petersburg and Moscow from Kaliningrad have also been cancelled. On November 9 the low-coster has cancelled flight from St. Petersburg to Kaliningrad and back. Followed from the message of the Khrabrovo airport that the delay of flights is connected with adverse to meteoconditions on November 8 and 9. "Since 13:00 (on November 9) weather conditions have worsened, fog has amplified. Visibility on a runway insufficient for implementation of landing of aircrafts", - it is said in the statement of the airport.
