The second package of sanctions can be entered in case Russia doesn't provide "reliable guarantees" of the fact that it won't use chemical weapon in the future, and won't agree to conducting checks "on the place" inspectors of the UN. This package can include such measures as reduction of diplomatic relations and practically all trade between the countries.
